| Dollar Materiality Gate | |Actual − Budget| > DollarThreshold | Evaluates absolute dollar impact. Must strictly exceed the threshold to trip the dollar trigger. |
| Percentage Materiality Gate | |Variance %| > PctThreshold | Evaluates percentage impact against budget base. When Budget = 0 and Actual ≠ 0, treated as unbudgeted variance. |
| Dual Gate Status (EXPLAIN) | Dollar Gate AND Percentage Gate | Flags row as EXPLAIN only when both dollar and percentage bounds are strictly exceeded, filtering out immaterial noise and large % on tiny lines. |
| Expense Polarity Convention | Actual > Budget ⇒ Unfavorable | Overspending reduces operating income; underspending preserves cash (Favorable). |
| Revenue Polarity Convention | Actual > Budget ⇒ Favorable | Top-line outperformance expands gross margin; underperformance is Unfavorable. |
